Rhiannon Bailard partners with the Chief Operating Officer to advance Berkeley Lab’s operational strategy and institutional priorities across the Operations organization.  Rhiannon brings more than 20 years of leadership experience in higher education, with expertise in strategic planning, operations, facilities, capital projects, community engagement, and public safety. Prior to joining Berkeley Lab, she served as Chief Operating Officer at UC Law San Francisco, where she oversaw construction, facilities, housing, events, space allocation, community relations, governmental affairs, and campus safety. She previously held leadership positions at Pepperdine University, where she led major campus planning initiatives and founded the university’s Center for Sustainability.

She earned a Juris Doctor, cum laude, from the Pepperdine University Caruso School of Law, along with a Certificate in Dispute Resolution from the Straus Institute for Dispute Resolution. She received a Bachelor of Arts in Psychology from the University of Colorado Boulder.

Ethan Crumlin is a Staff Scientist at the Advanced Light Source and Deputy Division Director in the Chemical Sciences Division. He first came to the ALS as a user and graduate student at MIT and has been at LBNL since joining as a postdoc in 2012. His group uses and develops ambient pressure X-ray photoelectron spectroscopy (APXPS) to study chemical and electrochemical reactions at solid/gas, solid/liquid, and solid/solid interfaces under in situ and operando conditions. This spans catalysis, batteries, corrosion, and CO2 reduction, work he advanced in part through a DOE Early Career Research Award.

Laura Boris Crosby has 28 years of experience in procurement, commercial real estate, management and leadership. She is passionate about clarity in contracts and she believes developing real estate and equipment for its best use can benefit people and organizations. Her goal is to manage highly professional teams and deliver timely, competent, tailored services to help the Lab. She is a licensed attorney with a breadth of management and procurement experience and she has well-honed negotiating and team leadership skills.

Dr. Mouncey serves as the Director of the U.S. Department of Energy’s Joint Genome Institute at Lawrence Berkeley National Laboratory in California, a role he has held since March 2017. Dr. Mouncey is responsible for the strategic and operational leadership of the JGI, a National User Facility, that serves more than 2600 users with large-scale and advanced genomics capabilities. He also leads JGI’s Secondary Metabolites Science Program that weaves together sequencing, genome mining, synthetic biology and metabolomics to discover novel secondary metabolites, their biosynthetic pathways and functional characterization. Prior to joining JGI, Dr. Mouncey served for almost 20 years in a variety of R&D leadership roles in the Industrial Biotechnology private sector working for Roche Vitamins, DSM and Dow Agrosciences. During his time in industry, he directed R&D teams that focused on the discovery, development and commercialization of novel production organisms and fermentation processes for vitamins, insecticides, fungicides, platform chemicals, cosmetics and new crop traits. Dr. Mouncey also served as President of the Society for Industrial Microbiology and Biotechnology in 2022-2023. In 2024, he was elected as both an AAAS Fellow and a SIMB Fellow. Dr. Mouncey has 44 peer-reviewed articles and 13 granted patents.

Orlando is a proven leader in operational functions, with deep expertise in project and program management. Over the course of his career, he has held leadership roles at the Jet Propulsion Laboratory, Sandia National Laboratories, and Lawrence Berkeley National Laboratory, consistently delivering complex, high-stakes initiatives across each. His contributions span critical national efforts, including multiple successful Mars rover missions and the life extension of a major weapon system, weapon stockpile system support, as well as two major facilities projects.

Dr. Vi Rapp mobilizes cross-disciplinary teams to translate scientific research into practical technology solutions. Her research spans novel combustion systems for residential and industrial applications, training programs for future energy managers, and AI/ML models for biofuel production. To foster scientific talent at LBNL, Dr. Rapp builds collaborative research environments that empower teams and supports staff development through the ETA Mentoring Program. She holds a B.S. and M.S. in Mechanical Engineering from the University of Utah, and a Ph.D. in Mechanical Engineering from the University of California, Berkeley.
